Question about perspective

I have seen tutorials that instruct us to place the plan elevation on the ground line to establish the height of the drawing. However I believe that the elevation should be placed on the station point and perspectively shortened depending on the position of the ground plane relative to the horizon - the closer the ground plane to the horizon the farther away the drawing is from the observer and thus the shorter the elevation should appear. I establish this by turning the elevation 90° and drawing lines to a vanishing point on the horizon then measuring the line as it crosses through the ground plane. Is there a flaw in my thinking?
