Giclee Markings?

Hi! I didn't know where to turn, and I ended up here. My wife and I just bought a Giclee on canvas online. The one that arrived was not the one pictured. There are black marks which are obviously damage, but the dealer says other markings that look like white fuzzy lightning, or like a feathering, are normal and part of the Giclee process, and are in every one of the 300 produced, but in different places. I've attached photos. Is this true? Any insight would be helpful! Thanks!
