Hey there,
So I very much want to create outdoor sculptures or structures using garbage that’s non-recyclable and non-parrishable, and coat it in a safe plaster or material I don’t know about to create my shape. Basically use the garbage as my armature. Does anyone know of a great material/ plaster or otherwise that I can use? Just getting back into creating and I’m not very much up to date on new materials.

There are many materials, mostly some kind of plastic or plastic based... but they arent cheap and some of them really difficult to use properly for this kind of purposes. I am personally suggesting for you, first try a simple terracotta technic, with clay and coat that with a kind of artificial resin. That will make it weather proof and cheap enogh to make. Of course this means you have to have a 100% sure weather forecast (if you don't want your stuff to soak rainwater and fall apart before dry out), or have to work indoors and transport the art after when is coated already.
