Im an artist who's been painting for quite some time. Lately i've been pausing parts of my favorite Tv shows (Dragon ball z, mulan, lion king, etc) and then creating art from there. i try to draw them as i see it. Would this be considered original art?

In a country like India where development as a whole is still in progress and where there happens to be a limited growth in the industrial sector, exhibitions are one blessing in disguise where the business dealers, industrialists, manufacturers, wholesalers and retailers come together to present itself and its brand to get it acknowledged by the public in general. Mass gathering in an exhibition leads to mass knowledge and eventually there happens to be an enhancement in brand recognition and activation. Exhibitions Design in Delhi (http://www.conceptmakerz.com/exhibition.php) until quite recently have experienced a phenomenal growth with the advent of trade shows and expos. Exhibitions have a direct impact on the local and national economies by generating revenues through direct spend on advertisements, hotels, tourism, transport etc. Germany has a business generation of 60% per year through exhibitions. Compared to global facts and figures India is still in its period of infancy. There is a definite need to foster businesses through exhibitions and trade expos as there happens to be an International competition in terms of it. In order to be stood alike the exhibition industry in India has to be respected as an authentic industry having its own essence in the development of its country at large.

Copying characters from video games, or computer games or TV is appropriation and not terribly original. But, if you significantly alter the image, or change it's "meaning" in some way, that certainly would be original art.

No. The artists of those cartoons are the original artists and their work is the original art. This reminds me of a quote I just read in the book Art & Fear: Observations on the Perils (and Rewards) of Art MAking, the author wrote:

Under pressure of impending irrelevance, they [the artist] may begin to fill their canvasses and monitors with charged particles" appropriated" from other places and times.

This seems to be a reality with many young artists today. If you want original art, do not copy the work of others. And start to crank that imagination.

Significant alteration or changing of meaning makes it a derivative, not an original.
