Can you mold embroidery (done on water-soluble stabilizer) into a 3D sculpture?

For my art project I want to do an embroidery of a torso and have it molded into the shape of one. I was thinking of stitching pieces of the stabilizer to form the shape of the torso on a mannequin (like a fitted shirt) then do the embroidery by hand. However, I have the problem of getting it off the mannequin.

I want to know:
-if it's possible to keep that solid shape without it being droopy(?)
-if there's an easier way of going about the idea
-what sort of water soluble stabilizer is best to use

(p.s I've inserted a photo which vaguelly visualizes the sort of thing I want to do)
