Flaky old painting.

Hi,
I have an old oil painting by my great grandfather. It’s not to everyone’s taste (namely everyone else it my family hates it) and not worth anything. It’s flaking in parts and very cracked all over. It was stored In a damp garage for years before I dragged it out. I think it’s fairing worse now it’s inside in the dry!
Can I varnish over it to stop more bits dropping off? Or is there anything I should or definitely shouldn’t do? I don’t want to spend any money on it, we have some lovely paintings by him in far better condition but I’m fond of this one and would like to save it if possible.
